A Workplace Relations Management Plan (WRMP) is required by the head contractor on most Commonwealth funded building projects, under Section 25 of the Code.
According to the Code, each of the following is a funding entity:A) A non-corporate Commonwealth entity as defined in the Public Governance, Performance and Accountability Act 2013 (PGPA Act).
If you’re a head contractor, you must comply with any WRMP relevant to your project. Failing to do so is a breach of the Code.
As a head contractor, you must also ensure that any subcontractor engaged also complies with any WRMP relevant to the project.

What if I don’t comply with the Code?
Where the ABC Commissioner considers a funding entity, or an official, is not complying with, or has not complied with, the Code, the ABC Commissioner may refer the matter or make a complaint to the Secretary of the Department of Finance for investigation or further action.
