FWBC executes its role of monitoring and promoting appropriate standards of conduct in the building and construction industry through a five-group structure. Each group handles specific aspects of the agency’s role, enabling FWBC to ensure that there is a balanced framework for cooperative, productive and harmonious workplace relations in the building and construction industry. Following is a summary of each FWBC group function.

CITIZEN SERVICES

FIELD OPERATIONS

FWBC’s Field Operations Group is led by Group Manager Field Operations, Heather Hausler and supported by two Executive Directors, Jeff Radisich (Central/West) and Murray Gregor (Eastern).

The Field Operations Group investigates workplace law breaches and provides assistance and advice to building and construction industry participants regarding their rights and responsibilities under the FW Act, IC Act and the Building Code. The Field Operations Group also seeks to establish co-operative, productive and harmonious workplace relations in the building and construction industry. This is achieved by promoting compliance with relevant workplace laws, the Building Code and industrial instruments, and investigating any suspected contraventions.

LEGAL

FWBC’s Legal Group is led by Acting Chief Counsel Tim Honey and Cliff Pettit.

The Legal Group is primarily responsible (with external providers) for the assessment and litigation of breaches of workplace laws. It provides internal services to the agency in the form of legal advice to the Director, the Executive Board and the Field Operations Group. The Legal Group also briefs external counsel on the prospects of success of potential civil penalty prosecutions and manages the conduct of agency proceedings and interventions. The Legal Group provides advice and assistance to industry in relation to the FW Act, IC Act and the Building Code.

PREVENTION, PERFORMANCE & INNOVATION

FWBC’s Prevention, Performance & Innovation Group is led by Executive Director Glyn Cryer.

The Prevention, Performance & Innovation Group incorporates the functions of stakeholder engagement, media and communications, education, Information Technology (IT), Human Resources (HR) and planning and performance.

The Prevention, Performance & Innovation Group is responsible for developing communications and education strategies and delivering outcomes in areas such as stakeholder and community engagement, internal and external communications, media, parliamentary and corporate reporting, online communications and industry education programs. It is also responsible for delivering a range of strategic and operational human resource services to FWBC staff, and coordinates strategic planning initiatives to support the agency in achieving its goals.

The Prevention, Performance & Innovation Group also provides business support to the FWBC Executive Board, Field Operations Group and Legal Group.

ENABLING SERVICES

HUMAN RESOURCES

FWBC’s operational HR Services including payroll and case management are provided by the Fair Work Ombudsman (FWO).

FWBC staff continue to have access to the full range of HR services and support. The HR staff at FWBC under the Prevention, Performance & Innovation Group deliver a wide range of people services including workforce planning, recruitment, pay and conditions, performance management, learning and development, work health and safety and workplace diversity.

FINANCE

On 1 October 2012, FWBC transferred all of its finance functions to the FWO. This followed the outcomes of a review by Ernst and Young of the finance functions in three agencies: Fair Work Commission, the FWO and FWBC. The aim of the review was to determine how to improve efficiencies through benchmarking and sharing of innovation, and to examine the potential of developing a joint finance function servicing all three agencies.

As a result, FWBC’s Financial Reporting and Analysis Team and the Financial Operations Team were transferred and became FWO employees.
